Local still operates off an older version so some glitches still work and you have to do all 4 bows. It sucks that this is the case. You need to get all 4 bows in local. Try ranked although I've done it with 1 bow on unranked. If you do it solo play a private match as the single player mode requires all 4 still.If you're on PC, then yes, you have to build all 4 bows.
