I believe the full CIA file can be found if you Google Pokemon Harmony CIA. You can also convert gba rom hacks (.gba files) to CIA format using New Super Ultimate Injector 3ds. I found the FBI app and get the jist of what I have to do the only issue is I can't find a CIA file of pokemon harmonY.I've been searching the internet trying to figure out how to change the code in pokemon platinum so i can lower the odds from 1/8000 to something smaller like 1/300.
