After making sure you have good power check power at the starter main terminal, starter relay and small wire on the starter (should have 12v when key turned to "start".At cranking the pump is turned on again full time to complete the full pressure allowed by the regulator. When you test for pump performance you need to do a key on several times to see how far the pressure builds. It should build to about 35 psi +/-.
